The European Union has significant crisis management potential, offering comprehensive solutions through a wide range of mechanisms, including diplomatic and economic responses, humanitarian assistance, and support for the development of justice, rule of law, security and defence sectors. One such tool is the EU Military Assistance Mission in support of Ukraine (EUMAM UA).
On 30 August 2022, the Minister of Defence of Ukraine addressed a letter to the Ministers of Defence of the European Union at the Foreign Affairs Council in Prague, requesting support for the Ukrainian Armed Forces. Following this request, the EU High Representative proposed the establishment of a Military Assistance Mission.
On 6 September, the Political and Security Committee (PSC) tasked the European External Action Service (EEAS) with establishing a non-executive Common Security and Defence Policy (CSDP) Military Assistance Mission. On 17 October, Council Decision (CFSP) 2022/1968 establishing the EU Military Assistance Mission in support of Ukraine was approved, with an initial mandate of two years, subsequently extended on 8 November 2024.
The objective of the mission is to regenerate the military capability of the Armed Forces of Ukraine, restoring their ability to conduct effective operations in order to defend their territorial integrity within their internationally recognised borders, effectively exercise their sovereignty and protect their civilian population.
To this end, EUMAM UA provides, on the territory of Member States, individual, collective and specialised training to the Armed Forces of Ukraine, closely planned and coordinated with the country concerned, in keeping with its gradual, modular and flexible nature, so as to adapt rapidly to Ukraine’s evolving situation and needs.
Following the start of the Russian Federation’s offensive against Ukraine on 24 February 2022, and in addition to the measures adopted by NATO to reinforce collective defence, various international initiatives were launched to enable the transfer of equipment to the Ukrainian Armed Forces, as well as training and instruction in its use.
At national level, this support has been provided since the beginning of the crisis, as endorsed by the Minister of Defence in her address on 9 March 2022 before the Defence Committee of the Congress of Deputies, through the dispatch of weapons, materiel and equipment, medical assistance to wounded Ukrainians, and the training of Ukrainian personnel on national territory, always in accordance with the requests made by the Ukrainian Armed Forces.
In Spain, training activities are directed by the Toledo Training Coordination Centre (TTCC), under the authority of the Operations Command, to which it is organically subordinate. The TTCC coordinates its activities with different international structures, not only within the EU framework but also under multinational arrangements.
The TTCC consists of a headquarters in Burgos, from which the permanently established Combat Training Unit (UFC) and the training modules depend. These modules are activated to deliver instruction in the requested specialities. These courses are conducted at facilities belonging to the Ministry of Defence, the Army, the Navy and the Guardia Civil, located in various parts of Spain.
The Spanish Armed Forces conduct training activities for Ukrainian personnel on national territory. To fulfil this mission, the TTCC, in close cooperation with the units delivering the modules, develops a training programme dedicated to instructing successive rotations of Ukrainian service members in the different areas required by Ukraine.
Depending on Ukraine's training needs, the activation of the necessary support is assessed.
