EU's Military Assitance Mission in Mozambique

By  Resolution 2021/1143 of the Council of the European Union, the EU Training Mission in Mozambique (EUTM Mozambique) was established. EUTM Mozambique was one of the instruments to address the crisis in Cabo Delgado, along with support for peacebuilding, conflict prevention and support for dialogue, humanitarian aid and development cooperation.

The mission, with non-executive command, provided training and support to the Mozambican armed forces to protect the civilian population and restore security in Cabo Delgado province. On March 6, 2024, in the context of the EUTM Mozambique strategic review, the Political and Security Committee (PSC) agreed that the mission should be extended until June 30, 2026. 

Furthermore, on 16 April 2024, the Council agreed that between June and September 2024, the mission should gradually transition to an assistance model combining mentoring, coaching and specialized training in support of the rapid reaction force units of the Mozambican armed forces and that the mission should therefore be renamed “European Union Military Assistance Mission in Mozambique (EUMAM Mozambique)”.
 
As of September 1, 2024, the “European Union Military Training Mission in Mozambique (EUTM Mozambique)” is replaced by “European Union Military Assistance Mission in Mozambique (EUMAM Mozambique).”
 
The Resolution 2024/1354 amends 2021/1143 as the Council of the European Union has deemed necessary for this transition from EUTM MOZ to EUMAM MOZ.
 
 
EU and Mozambique flags
The main tasks of EUMAM Mozambique are :
  • provide mentoring and advice to the Mozambican Armed Forces (FDAM) on operational planning, logistics and maintenance.
  • to monitor the training on the regeneration of the Rapid Reaction Force and the use and maintenance of the equipment provided by the EU assistance measure, in order to contribute to the operational effectiveness, the sustainability of the force and the observance of international humanitarian law and international human rights law.
  • provide specialized training to the Rapid Reaction Force of the FDAM.
 
 

 

Cabo Delgado is the northernmost province of Mozambique. Since 2017, the province was affected by increased levels of violence linked to the actions of armed groups and attacks claimed by the Islamic State. As a result, the humanitarian and security situation deteriorated, causing suffering to the population of Cabo Delgado and threatening the stability of the area and its economic development.
 
The European Union launched a military training mission in Mozambique (EUTM Mozambique) following a request from the Mozambican government to support its Armed Forces (FDAM) through a training and capacity building mission. 
 
EUTM Mozambique was one of the EU instruments to address the Cabo Delgado crisis. It complemented the EU's broader efforts in peacebuilding, conflict prevention and dialogue support, humanitarian assistance and development cooperation.
 
September 1, 2024 marks the transition from EUTM Mozambique to EUMAM Mozambique.

The Spanish Armed Forces participate in the EUMAM Mozambique mission with two military observers to collaborate with the European Union in its fight against international terrorism and demonstrates the experience and capabilities of the Spanish military to carry out this type of mission.

2024

  • September 1st. The EUTM MOZ mission is renamed EUMAM MOZ.
  • May 20th. Relief of the EUTM Mozambique ESP personnel 

2023

  • November 17th. Relief of the personnel deployed on the mission.

2022

  • September. 9th. Full operational capability (FOC) was declared for EUM-MOZ.

2021

  • October 15th. European Union Training Mission in Mozambique is launched.
  • July 12th. The Council of the European Union (EU) adopts the decision to establish an EU military training mission in Mozambique (European Union Training Mission - EUTM Mozambique).
