A group of military personnel from the Spanish Air and Space Force’s 46th Wing has carried out a new Cooperative Security Activity (CSA) on flight safety at Dakar-Ouakam Air Base (Dakar, Senegal).

The specialist military personnel from Wing 46 devised a predominantly theoretical programme aimed at strengthening the culture of operational safety and the prevention of incidents in the aviation sector. The training covered the four fundamental aspects of aviation safety: flight safety, ground safety, weapons safety and parachuting safety.

To this end, lectures and technical sessions were held, covering prevention programmes, threat and error management (TEM), response to aviation emergencies, comprehensive incident management, bird strike risk, and the Human Factors Analysis and Classification System (HFACS). In addition, the organisation and functioning of flight safety sections, as well as incident management and handling procedures, were explained.

The sessions were attended by approximately 20 participants, and the classes took place over five days in a participatory atmosphere, encouraging the exchange of experiences and procedures between the two countries. The Senegalese personnel showed great interest in the content covered and in the possibility of incorporating new working methodologies applicable to their daily activities with the aim of improving operational safety.

The activity, carried out in collaboration with the Senegalese Armed Forces, continues a long-standing cooperation between the Armed Forces of both countries in the field of flight safety.

It also highlights the Spanish Armed Forces’ commitment to the preparation, modernisation and continuous improvement of military capabilities, fostering a culture of prevention and shared learning. In the air domain, flight safety is an essential factor in ensuring operational effectiveness, the protection of personnel and the correct use of highly technical capabilities.
