The Commander of the Joint Cyberspace Command (MCCE), Vice Admiral Javier Roca, participated as a speaker at the AICS (Artificial Intelligence and Cybersecurity Summit – Region of Murcia), held at the Víctor Villegas Auditorium and Congress Centre. During his address, the Vice Admiral reflected on current technological evolution and the need to prioritize the human factor in managing this landscape of rapid change.

In his presentation, he emphasized that today's society is at a historic turning point, stating that "we are privileged witnesses to the greatest transformation in human history."

Despite the significance of advancements in technology and data, the MCCE commander has warned that the primary organizational challenges lie not in the purely technical realm, but in the adaptability of structures and teams.

In this regard, he noted that "the hardest part will not be the technology, but the resistance to change, since the biggest problem is often not having time to change... or, more importantly, to think." He also urged against losing sight of the ultimate purpose of technical progress, stressing that "technology is not an end in itself, but a means to improve society or to make our organizations better, more effective, and more useful to others."

Regarding the impact of artificial intelligence, Vice Admiral Roca has highlighted the need for people-centered leadership, arguing that the emergence of advanced tools increases—rather than diminishes—the value of human capital. "Leadership in the digital age is not about technology—such as tools, processes, or data—but about people. The more technology and AI we integrate, the more decisive people will be: their work ethic, commitment, and values," he asserted.

To conclude, the MCCE Commander contextualized the ethical and governance challenges posed by global automation, noting that current difficulties stem from a deeper ethical dilemma: "The real problem is not the rise of machines, but the decline of humanism and human values; we are facing not a crisis of artificial intelligence, but a crisis of values that breeds a lack of trust."

With this edition, the Artificial Intelligence and Cybersecurity Summit (AICS 2026) has established itself as the premier national gathering in the Region of Murcia for analyzing emerging technologies, bringing together leading experts, institutions, companies, and academics over two days to address the trends, applications, and challenges of artificial intelligence, cyber defense, and cybersecurity.
