  •  The event reinforces Spain’s commitment as a Territorial Host Nation to provide the Alliance with a state-of-the-art cyber operations simulation environment

The Joint Cyber Command (MCCE) hosted the technical and institutional workshop at the NCCR Workshop between 7 and 10 September. This operational forum brings together the Atlantic Alliance’s military cyber operations community with the strategic aim of integrating and operationalising the NATO Classified Cyber Range Constructive Simulation Environment (NCCR CSE).

The meeting began with an official welcome from the commander of the MCCE, Vice-Admiral Javier Roca, and brought together delegations from key NATO commands — including Allied Command Transformation (ACT), Allied Command Operations (ACO J6), the NATO Cyber Operations Centre (CYOC) and the Joint Forces Commands in Naples and Brunssum—as well as commanders from the Defence Staff and representatives from the national defence industry involved in the project’s development.

The NCCR CSE platform, developed under NATO programme 9A3202, is an advanced digital capability designed to enable the NATO Command Structure to plan, train, test and experiment with cyberspace operations in classified and secure environments. Spain, through the MCCE, plays a key role in providing this platform to the Alliance as a service in its capacity as a Territorial Host Nation.

During the working sessions at the Retamares Base and at Indra’s headquarters, participants attended technical demonstrations on the integration of operational tools into the platform, the design of workstations for carrying out exercises, and real-time monitoring.

The final sessions of the workshop focused on defining the scope of the forthcoming operational cyber exercises scheduled for the third four-month period of 2027, reviewing the Memorandum of Understanding (MOU) and the Service Level Agreement (SLA), and paving the way for the platform to achieve Full Operational Capability (FOC).
