The commander of the MCCE takes part in a conference on the challenges of operations in cyberspace

The Academy of Military Sciences and Arts has organised this event in conjunction with the Polytechnic University of Valencia

The commander of the Joint Cyberspace Command (MCCE), Vice-Admiral Javier Roca, took part in the conference ‘The challenge of operations in cyberspace’, organised by the Academy of Military Sciences and Arts in conjunction with the Polytechnic University of Valencia (UPV).

During his presentation, the Commander of the Joint Cyber Command (MCCE) emphasised the profound impact of cyberspace and technological transformation on society. ‘We are not merely living through a period of change, but a genuine shift of eras, characterised by globalisation, hyperconnectivity and technological acceleration. In this new environment, cyberspace has become a decisive arena, both for everyday life and for modern conflicts.’

He also highlighted that digital threats are better planned, increasingly sophisticated and, consequently, more dangerous; and that cybersecurity is no longer merely a technical issue, but a strategic and human one. ‘Organisations must accept that they will be attacked and prepare themselves through training, exercises and adaptive leadership.’

The conference focused on the presentation and analysis of the response mechanisms implemented by the European Union in the face of cyber threats. Attention was also drawn to conceptual advances regarding the operational domain of cyberspace and to standards such as NIS 2, designed to regulate the various aspects of protection against cyber attacks.

In addition to the participation of the commander of the MCCE, the event was also addressed by the rector of the UPV, José Esteban Capilla; Lieutenant General (ret.) Rubén García Servert, on behalf of the President of ACAMI; Colonel (ret.) Francisco Oliva; General of the Signals Command, David Lanzarote; and the Vice-Rector for Internationalisation and Communication at the UPV, José Montserrat del Río.

Through its participation in the event, the Joint Cyberspace Command reaffirms its strong commitment to raising awareness of training in cybersecurity and cyber defence. It also highlights the importance of the fifth domain in enabling the Armed Forces’ freedom of action in cyberspace and as an essential element in guaranteeing their security and interoperability.
