The MCCE representative took part in the round-table discussion ‘Cyber Defence 2026: Geopolitics, Regulation and Collective Action’
The Joint Cyberspace Command (MCCE) took part in the 5th Cybersecurity Congress in Andalusia, organised in Málaga by the Andalusian Digital Agency (ADA) through the Andalusian Cybersecurity Centre (CIAN), under the slogan “Secure territories, connected future”.
The Command’s representative, retired Commander Enrique Pérez de Tena, spoke at the panel discussion ‘Cyberdefence 2026: geopolitics, regulation and collective action’.
During his speech, Pérez de Tena referred to the use of artificial intelligence within the Armed Forces and pointed out that it is being “used as just another tool, but with specific algorithms for specific functions, because it is not suitable for everything”.
He also indicated that cyberspace, despite being the fifth domain of operations, should be regarded as “a weapon in its own right and as a cross-cutting facilitator of all military capabilities to fulfil the mission”.
In this context, he exchanged views with Álvaro de Lossada, head of the Cybersecurity Coordination Office (OCC); Carlos Abad, head of the Cybersecurity Department at the National Cryptology Centre (CCN-CERT); Diego Jesús González, deputy director-general and head of the Digital Space Risk Analysis Unit within the Department of National Security (DSN); Elvira Tejada, prosecutor at the Coordinating Chamber Against Cybercrime of the State Attorney General’s Office (FGE); and Miguel Ángel Cañada, Head of Relations, Nodes and NCC-ES at the Spanish National Cybersecurity Institute (INCIBE).
Workshop on talent recruitment
The Command’s participation in the 5th Cybersecurity Congress in Andalusia was rounded off with a workshop led by Sergeant Alejandra Vicens from the Office of Institutional Relations and Strategic Communication (ORICE). The non-commissioned officer spoke at the Andalusian Women Cyber-Leaders Forum on attracting young talent for national cyber defence. Specifically, she focused on the features of Talent 4 Cyber, the Attack & Defence hackathon organised by the MCCE, in whose latest edition, held in 2025, almost 500 students from 42 universities across Spain took part.
The 5th Andalusian Cybersecurity Congress, held at the Málaga Trade Fair and Congress Centre, is a leading event where specialists and global leaders have shared the most groundbreaking developments in digital security.
The event forms part of the activities of the Andalusian node of the Red Argos project, which is part of the RETECH programme, within the framework of the Recovery, Transformation and Resilience Plan, funded by the European Union’s Next Generation EU programme, through INCIBE.
