The Spanish Verification Unit (UVE), in cooperation with Norway, has conducted a series of training exercises focused on the control of small arms, light weapons, and conventional ammunition (SALW/CA), with the aim of enhancing personnel capabilities in this domain.
This marks the first training initiative of its kind carried out within the international verification community, and it was initiated by Spain. Specifically, the cooperation focuses on conducting advisory visits related to the security of ammunition and explosives storage sites, as well as the management of the aforementioned types of weapons.
The activity was conducted across two facilities: the National Institute for Aerospace Technology (INTA), located at the ‘La Marañosa’ Campus, and the Cerro Negro military base. These are distinct locations with different profiles, selected to diversify the planned training activities. The primary objective was to assess the physical security, storage conditions, and traceability of ammunition and explosives held at these sites.
In addition to the above, the program included a visit to the Spanish ‘Guardia Civil’s Arms and Explosives Branch (ICAE), which demonstrated the high degree of specialization and experience held by the ‘Guardia Civil’ in the control and traceability of weaponry.
This collaboration began with the APAL/CA SAVEX I/25 exercise, conducted on Spanish soil, and will conclude with the execution of SAVEX I/26 in Norway, scheduled for 2026.
