The Locked Shields 25 (LS25) exercise has come to an end after two weeks of preparation, familiarisation and execution. The scenario, which increasingly challenged the defenders, reached high levels of intensity in terms of cyberattacks aimed at penetrating the IT systems of critical infrastructure. ‘Blue Team 15 (BT-15)’ succeeded in maintaining system operability above 83% throughout the exercise.
LS25 simulated a wide range of domains including air defence systems, banking, energy networks, 5G coverage, satellite communications, water treatment, strategic communications, social media, and even a legal environment covering Human Rights in the context of an active conflict. BT-15 — comprising personnel from Spain, Switzerland, Brazil and a number of private-sector companies — demonstrated that teamwork and professionalism, even when employing different procedures, remain the key to operational success.
This edition brought together 41 countries grouped into 17 Blue Teams.
With valuable lessons learned for improvement in the 2026 edition, the multinational team has now been formally dissolved, leaving its members with a strong sense of accomplishment and reaffirmed bonds of international cooperation. In the cyberspace domain, success hinges on collaboration built on mutual understanding and face-to-face teamwork.
