The Joint Cyberspace Command Participates in the 2025 Kyiv International Cyber Resilience Forum

 Represented by the Office of Institutional Relations, the Spanish Joint Cyberspace Command participated in an expert panel on international cooperation for global cyber deterrence

The Joint Cyber Command (MCCE in Spanish), represented by a delegation from the Office of Institutional Relations, attended the second edition of the 2025 International Cyber Resilience Forum in Kyiv, organized by various Ukrainian ministries and public organizations.

Captain Enrique Pérez de Tena participated in an expert panel focused on International Cooperation in Global Cyber Deterrence. During the discussion, MCCE emphasized the importance of personnel as a unique and critical factor in shaping any defense strategy.

Furthermore, the MCCE highlighted the responsibility of each partner and ally to transform discussions and dialogues into tangible measures, both legally and operationally. The concept of deterrence was also emphasized as the most effective tool to avoid cyberattacks from being carried out by hostile organizations.

In addition to its participation in the forum, the MCCE held bilateral meetings with various Ukrainian entities responsible for the nation's cybersecurity and cyberdefense, including the Ukrainian Special Information Service, the National Cybersecurity Center, and the Ministry of Defense of Ukraine.

Such meetings allow the MCCE to showcase its efforts and establish vital international connections that are essential for the success of its mission. Cyberdefense, artificial intelligence, 5G, and constant experimentation are critical to avoiding isolation and obsolescence. Cooperation is thus key, both between international allies and among public administration entities, academia, and the private sector. 

As a nation deeply engaged in both conventional and hybrid/cyber conflict, Ukraine shared its lessons learned and expressed its readiness to establish clear, actionable collaboration measures.
